The city implements accessibility standards for people with special needs


Improving the comfort of functioning of people with special needs living in our city is the main goal of the „Municipal Accessibility Standard of the City of Zabrze”. Adopted on April 17, by order of the Mayor Mrs. Małgorzata Mańka-Szulik, the document is a set of guidelines unifying technical and spatial solutions developed not only for people with disabilities, but also for all user groups – including, among others, seniors, wheelchair users, children, pregnant women and people who do not know the language of a given country.

The study was prepared as part of the „City as Space for Development” project financed by the „Local Development” program, co-financed by the Norwegian Financial Mechanism for the years 2014-2021 and the state budget.

The purpose of preparing the document was to set directions for further development of the City of Zabrze in terms of architectural, communication-and-information, as well as digital accessibility, so that each urban space and public facility would enable various social groups to use it as independently and fully as possible.

The „Municipal Accessibility Standard of the City of Zabrze” specifies requirements and design guidelines for open spaces (outdoor public spaces) and closed spaces (public buildings), and also analyses city websites and mobile applications in terms of digital accessibility and, based on it, good practices in this area in terms of the needs of all user groups, including people with special needs, were developed.

Creating the document was the first step that includes a plan to take further actions not only for architectural adaptation of public utility facilities to the needs of people with disabilities, but also for digital adaptation of websites and applications for mobile devices to people with disabilities, so that they can fully use all possible digital resources and services.
